CareerShenzhen’s “Measures on Enhancing Services for Young Talent Development in Shenzhen” took effect on Jan. 1, 2026, and will remain valid for five years. The measures, covering housing and entrepreneurship, aim to attract and support young talent in building careers in Shenzhen.

I. Who can apply?
“Young talent” refers to individuals under 45 who begin working or starting a business in Shenzhen for the first time on or after Jan. 1, 2026, as determined by the date of their first paid employee social insurance contribution in the city. Applicants must meet at least one of the following criteria:
1. Educational background
(1) Hold a bachelor’s degree or above from a well-recognized domestic or international university, majoring in a discipline urgently needed for Shenzhen’s economic and social development.
(2) Be selected for national top innovative talent programs at higher-education institutions.
(3) Hold a doctoral degree.
2. Innovation capabilities
(1) Have experience in major national, provincial, or municipal (limited to sub-provincial cities) scientific research projects.
(2) Have received nationally or internationally recognized awards.
(3) Have achieved notable results in renowned domestic or international competitions.
(4) Hold relevant domestic or international professional qualifications.
(5) Have published high-level papers in leading academic journals.
(6) Demonstrate comparable innovation capability in other fields.
3. Innovative contributions
(1) Have received investment from reputable venture capital institutions for personal entrepreneurship, secured substantial financing, or held positions in major enterprises.
(2) Possess significant influence in well-known technology communities or on social media platforms.
(3) Have made comparable innovative contributions in other fields.
II. Services
1. Housing services
(1) Eligible fresh graduates may apply for free accommodation of up to 15 days through programs such as “深梦扬帆” and “青年驿站” when coming to Shenzhen for job interviews, internships, or apprenticeships.

(2) Young talent may apply for transitional rental housing at approximately 60% of the market reference rent, with the preferential period not exceeding 36 months. Eligibility must be maintained throughout the rental period; otherwise, tenants must vacate the housing as required.
(3) Young talent who do not rent transitional housing may apply for a housing subsidy of 1,250 yuan per month (1,000 yuan after tax), for up to 24 months.
(4) Youth-friendly communities will be equipped with smart home systems and shared facilities (canteens, kitchens, laundry, book cafes, coffee shops, gyms, and cultural creative spaces). Activities such as social gatherings, themed salons, city explorations, cultural experiences, and night classes will be organized to enrich young people’s lives and support their integration and development in the city.
2. Life services
(1) Provide newly arrived young talent with a welcome package, covering transportation, city orientation, and lifestyle information.
(2) On the “i深圳” app’s “人才引进入户一件事” section, applicants can obtain instant approval for household registration.
(3) Young talent who meet municipal or district criteria for household registration subsidies may apply for: 100,000 yuan (for doctoral degree holders), up to 50,000 yuan (for master’s degree holders), and up to 30,000 yuan (for bachelor’s degree holders).
(4) On the “i深圳” app’s “大学生就业” section, users can access career guidance, job vacancy notifications, and employment support.
3. Entrepreneurship support
(1) Provide rent-free, move-in-ready entrepreneurship spaces. Individuals may apply for spaces up to 10 square meters with six months of rent exemption; teams (at least two eligible members) may apply for spaces up to 50 square meters with one year of rent exemption. After the exemption period, rental agreements may be renewed at preferential rates.
(2) Eligible young talent may apply to join the Kunpeng Youth Innovation and Entrepreneurship Project, with R&D funding of up to 1 million yuan.
(3) Eligible young talent with overseas study experience may apply for entrepreneurship funding of up to 1 million yuan.
(4) Young talent who establish startups within five years of graduation may apply for: 10,000 yuan in startup funding; up to 30,000 yuan in employment stimulation subsidies; annual rental subsidies of up to 7,800 yuan for up to three years; personal guaranteed entrepreneurial loans of up to 600,000 yuan; small- and micro-enterprise guaranteed entrepreneurial loans of up to 5 million yuan; and fiscal interest discounts.
(5) Young talent may apply through fast-track channels at financial institutions for business loans of up to 3 million yuan (with flexible repayment terms and a maximum tenure of three years); personal credit cards with limits up to 200,000 yuan; and personal loans of up to 500,000 yuan (with a maximum tenure of three years). Specific preferential terms are determined by financial institutions based on applicants’ credit and other factors.
(6) Thematic salons and events will be organized to connect supply and demand and transform application scenarios into market opportunities.
III. How to apply?
On the “i深圳” app, go to “青年人才专区” to complete the “young talent” qualification verification. Then, apply for subsidies or funding under sections such as “住房保障” (Housing), “创业支持” (Entrepreneurship support), and “生活服务” (Life services).
