Pingshan deploys robots protocol on government website

Pingshan District has become the first in Guangdong to deploy the robots protocol on its government website. The move sets clear rules for web crawlers — specifying what content can and cannot be accessed — while strengthening data security and making online services safer and more convenient.

A robots.txt file controls how search engine crawlers access a website. It follows the Robots Exclusion Protocol and works like an instruction manual for crawlers, guiding them on which pages to crawl, which to avoid, and what to prioritize. Compliant crawlers read and follow these instructions before accessing site content.

China has established clear regulations for data processing, including data security, personal information protection, and trade secret protection. Data controllers are also legally entitled to develop, use, and benefit from data in compliance with relevant requirements.

Deploying the robots protocol is an important step toward regulating crawler behavior at the source. By clearly defining the scope of data access and restrictions, it helps prevent unauthorized crawling and establishes clearer legal boundaries for data collection.
