Pingshan charts path for high-quality growth with 11 new policies

Pingshan District held its High-quality Development Conference on Feb. 26, unveiling 11 industrial policies designed to accelerate coordinated growth between manufacturing and services and to build a modern, globally competitive industrial system.

The measures include targeted support for the intelligent connected vehicle sector and a three-year action plan (2026-2028) to advance the biopharmaceutical industry. Additional policies strengthen enterprise support in areas such as industrial space, technology financing and talent development.

To improve the business environment and streamline government services, the district introduced a “Three-year Action Plan for Creating a First-class Business Environment” together with a plan for optimizing government services. The conference also launched a comprehensive one-stop enterprise service platform and a work plan to transform Pingshan into a “clean, bright, beautiful and international” first-class urban area.

With a dual mission as an “advanced manufacturing cluster district” and a “future industry pilot zone,” Pingshan aims to leverage its manufacturing base while unlocking the services sector’s potential to create a virtuous cycle: strong manufacturing drives high-value services, and improved services in turn bolster manufacturing competitiveness. 

Key priorities include deepening the integration of technological and industrial innovation, strengthening resource and policy support, and building a modern industrial system anchored in the real economy — positioning Pingshan to play a larger role in Shenzhen’s push to become a global advanced-manufacturing hub.

The conference emphasized that enterprises are the backbone of Pingshan’s economic and social development during the 15th Five-year Plan period, and pledged additional measures to support business growth. The district committed to refining a multi-channel government service system — featuring online processing, video assistance, agency services and nearby access points — so businesses can handle matters more efficiently in one place. 

At the same time, authorities pledged more measured enforcement and inspections, adopting a “no unnecessary intervention” approach while ensuring timely support when companies need it.

Ahead of the 33rd APEC Economic Leaders’ Meeting in Shenzhen this year, Pingshan will step up urban planning, construction and management to create a modern district with international appeal, pastoral charm and Lingnan cultural characteristics. Major initiatives will include urban village renovations, amenity upgrades, an improved transportation network, and enriched cultural, sports and tourism offerings. 

The district also pledged to expand access to public services — aiming for fairer education, distinctive healthcare and stronger housing security to better meet residents’ expectations for a higher quality of life.
