A total of 120 delivery workers in Pingshan District have joined the local grid-based community governance, helping to find, report and solve problems in communities to improve the government’s efficiency.
The delivery workers’ daily presence on the streets and alleys uniquely positions them to swiftly identify and report problems as they arise. Recognizing their value in communities, Pingshan District has extended an invitation to them to contribute to the improvement of community governance.
By tapping into their firsthand knowledge and ability to navigate urban areas efficiently, these delivery workers are acclaimed as “city observers.” They are encouraged to take photos whenever and wherever there’s a problem in safety and traffic, serve as promoters of policies and guidelines, and act as guides for public civility and rescuers in the streets and alleys, thus injecting new vitality into the grassroots governance.
The reports provided by delivery workers are seamlessly integrated with the operations of law enforcement personnel. This integration allows for real-time communication and coordination among departments, including urban management, emergency response, police stations and traffic authorities. This synchronized approach enables efficient resolution of issues reported by the delivery workers, contributing to a well-coordinated and responsive governance system.

For example, a deliveryman named Hua noticed a 10-kg tree branch that was at risk of falling during a windy evening on Lanzhu Road East, which was crowded with cars and buses during peak traffic hours. He quickly captured photos and reported the situation through a WeChat group chat. Within less than 15 minutes, road administration staff arrived at the scene and promptly placed a warning sign.
Delivery workers in Pingshan have also been organized to study cardiopulmonary resuscitation (CPR) and the use of automated external defibrillators (AEDs), serving as an important part of the district’s emergency volunteer team. In Biling Subdistrict, 33 shops and three stations dedicated to delivery workers for rest and relaxation have been equipped with emergency supplies such as first-aid kits and AEDs, ensuring that delivery workers have immediate access to emergency resources, thereby enhancing their response efficiency during urgent situations.
Every subdistrict in Pingshan regularly organizes emergency training sessions for delivery workers, covering various scenarios such as CPR, heatstroke first aid, fire safety, and more. Those who possess first-aid skills receive not only qualifications but also various rewards.
