The Guangdong Provincial Department of Science and Technology issued a notice on Dec. 21, 2024, on the identification of high-level foreign, Hong Kong, Macao, and Taiwan talents. The notice is valid for five years.

Foreign nationals, as well as permanent residents of Hong Kong, Macao, and Taiwan, who come to Guangdong for work or entrepreneurship and who meet the eligibility criteria in “Service Guide for the Identification of High-level Foreign, Hong Kong, Macao, and Taiwan Talents in Guangdong Province” may apply for identification. 

Application and assessment are conducted online via the Guangdong Science and Technology Business Management Sun-Government Platform ( https://pro.gdstc.gd.gov.cn/egrantweb/  ). No paper document submission is required in general; paper verification is needed only for sensitive materials.
