Classification Standard for Foreigners Working in China (Tentative)

To establish a scientific and practical foreign talent assessment system that emphasizes capability, actual performance, contributions, market evaluation, and international peer review, foreigners working in China are classified into categories A, B, and C, through an integrative approach involving a points-based system, the Guidance Catalogue of Foreigners Working in China, labor market testing, quota management, and other methods.

This classification helps determine eligibility, application procedures, and requirements for work permits and visas based on an individual’s professional skills, qualifications, and the nature of their job. 

1. Foreign high-end talents (Category A)

Top-notch foreign talents urgently needed for China’s economic and social development such as scientists, technological experts, international entrepreneurs, and specialized talents, as well as those aligned with China's priority areas and catalogue of introducing foreign talents are identified as Category A and can enjoy expedited procedures through a “green channel” and benefit from “acceptance despite late submission of materials.”

2. Specialized foreign talents (Category B)

Foreign professionals with specialized skills urgently needed for China’s economic and social development, who meet the requirements outlined in the Guidance Catalogue of Foreigners Working in China and other relevant job requirements, are classified as Category B.

3. Other foreigners (Category C)

Other foreigners who meet the needs of China’s labor market and comply with relevant national policies and regulations are classified as Category C.
